European Commission starts consultation on methodology for low-carbon hydrogen

The European Commission has launched a 4-week consultation on a draft delegated act that outlines the methodology for evaluating the emission savings of low-carbon hydrogen and fuels. This act is part of the revised EU hydrogen and gas market legislation, which took effect in August 2024. It complements existing rules for renewable hydrogen and renewable fuels of non-biological origin (RFNBOs) by aligning with their life cycle greenhouse gas emissions assessment methods.

Low-carbon fuels are key to reducing emissions and promoting renewable energy adoption. The methodology for calculating their emission savings, as required by the Hydrogen and Gas Market Directive, will align with that used for RFNBOs and recycled carbon fuels (RCF). The directive also includes criteria such as carbon capture rates and methane leakage.
